L'article explore la notion wébérienne de «domination rationnelle» comme outil pour analyser les rapports entre les efforts de gestion des populations indigènes par l'État colonial, et le développement d'une forme spécifique de rationalité scientifique, prenant pour objet ces populations: les savoirs anthropologiques. En s'appuyant sur le cas de l'Afrique coloniale française, on s'efforce de montrer comment les dimensions d'instrumentation (avec la production d'instruments d'identification et de compréhension) et de légitimation sont essentielles dans l'émergence de savoirs sur les sociétés et les (...) cultures indigènes, d'abord au sein des appareils administratifs, mais aussi dans les institutions savantes métropolitaines. L'appui au développement de la science de l'homme se fait dans le cadre de projets de « rationalisation » de la colonisation qui rapprochent des savants et des réformateurs liés à l 'École coloniale, voulant redéfinir la profession d'administrateur colonial comme «spécialiste des indigènes». Altiero Spinelli (1907-1986) is worldwide renowned as the principal author (with Ernesto Rossi) of the Ventotene Manifesto (1941), whose second edition (1944), prefaced by Eugenio Colorni, is one of the founding documents of the European Union. Less known is the width and depth of Spinelli's thought, not only as a political theorist of supra-national democracy and institutional designer of a possible European Federation but also as a philosopher of civilization and history. While the sources of his federalism have been (...) largely investigated, much less have those of his more comprehensive philosophy. This paper discusses, on a philological basis, the dialogue Spinelli certainly has with some of Max Scheler's writings while going into this dialogue more in-depth, in a philosophical more than philological attitude. What began in 2004 as a peace education program anchored in the Ciwara community school in the town of Kati just outside the capitol city of Bamako has become a longer-term peacebuilding project now located in camps for internally displaced persons in Mali. This project has been led by students and faculty from the Institut Universitaire pour Technologie of the Université des Lettres et des Sciences Humaines de Bamako, in partnership with students and faculty in the Residential College in (...) the Arts and Humanities of Michigan State University. Together they have created Cours Collaboratifs Éducation à la Paix whose primary activity thus far has been a peace building project through photovoice. The project in these camps for internally displaced persons is designed to empower Malian university student mentors and their young mentees. Mentors and mentees are assisted by professional Malian photographers, staff from several national and international non-governmental organizations, and Michigan State University students and faculty using a video conferencing software. This essay describes the evolution of the CCÉP photovoice project, some of the ethical and political challenges we have encountered, and its potential for future everyday peacebuilding dialogs. Krumnow (bio)“Le prisonnier n’était déjà plus dans une matrice mais dans une caverne, tentative de figuration, de métaphorisation, de la cavité utérine.”(347)1Entering the used bookstore in a university city not too far from Paris, I was anxious to find a copy of a certain Luce Irigaray book. When asked, the bookstore owner politely mocked me about wanting one (...) of her books. What could I possibly want that for? After all, the study of Irigaray was very popular in the 1970s and 1980s, but today, “C’est bien passé, Madame,” he enlightened me. While the bookshop owner was correct in assessing a time frame of the academic popularity of Irigaray’s work, I would argue that the work she did at the onset of 1970s feminism is no more passé than the philosophers she deconstructed. For this reason, I read Irigaray’s work alongside the work of founder-philosopher-father Plato, in order to highlight the timeless relevance of a supposed irrelevant work as “passé” as Luce Irigaray’s Spéculum de l’autre femme. In this analysis, I argue that the negligence of her reading of Plato’s cave and subsequent amnesia of it clearly substantiate her steadfast claim that masculine universality eradicates the feminine and does so quite ironically and even jarringly, as shown by the critical dismissal of Plato’s cave in Spéculum.2Irigaray’s work does indeed come out of a French national context highly invested in the studies of antiquity and, by the postwar ’60s and ’70s, in the questioning of social, cultural, and political institutions (Egéa-Kuehne 200; Leonard, “Irigaray’s Cave” 159–64; Leonard, “Classics” 143; Leonard,Athens 1–14), but this historical fact does not marginalize her work nor subject it to a mere temporal estrangement of feminism, as the male bookstore owner had insinuated. It certainly is a point of fact that Irigaray questioned the father of Western philosophical truth. In fact, reconsidering Plato was tempting to someone, like Luce Irigaray, invested in cultural and academic revolutions, someone who questioned and doubted, like other cultural revolutionaries3 of the late 1960s and early ’70s. The bookstore owner seemed to be saying that the tide has returned to normal, that is, the “normal” that signifies complacency, the “normal” that no longer questions the supposed truth-bearers. He seemed to be pontificating, “it is no longer status quo not to be status quo,” or more precisely, “The revolution is over. Now, go home, girls.” [End Page 69]Spéculum de l’autre femme, the WholeLuce Irigaray’s work Spéculum de l’autre femme [Speculum of the Other Woman]4 is anything but status quo. In an idiosyncratic prose indicative of her deconstructive project, Irigaray daringly reads untouched historical and philosophical works, ones that for millennia have remained a critical and foundational part of Western discourse. Her methodology is complex and knotty because the rhetoric used twists and winds through its own words, sentences, scenes, and discourse, thereby intentionally effecting an implosion within language.5 While on the one hand she innocently participates in an evaluation of Platonism that Derrida made fashionable a few years prior with “deconstruction” of “La Pharmacie de Platon” (Leonard, Athens 190), what she unveils by rereading Plato’s work à la Derrida is the proliferation and predominance of certain philosophical images and ideas. She names this proliferation “patriarchy,” referencing the “phallus” as the symbol of patriarchy and its dominant masculine discourse, thereby calling every thing masculine-related “phallologic,” all of which are neologisms borrowed and employed from either Derrida or her teacher Lacan. Inevitably, she centers her whole argument on certain Western texts as the cause and consequent advancement of the masculine. Spéculum appears daunting in its 462-page French original,6 although no less truncated, albeit ordered, footnoted, and proportionally spaced, in the English translation (Gill 9). In order to facilitate comprehension of a charged and impressive topic, Irigaray relies on images to elucidate her reading by employing ambitious albeit ancient Greek philosophical metaphors of light, sun, and vision. In recent years, to protect the rights and welfare of human subjects, institutions in the USA have begun to set up programmes to monitor ongoing medical research. These programmes provide routine, onsite oversight, and thus go beyond existing oversight such as investigating suspected misconduct or reviewing paperwork provided by investigators. However, because of a lack of guidelines and evidence, institutions have had little guidance in setting up their programmes. To help institutions make the right choices, we used interviews and document (...) analysis to study how and why 11 US institutions have set up their monitoring programmes. Although these programmes varied considerably, we were able to distinguish two general types. ‘Compliance’ programmes on the one hand were part of the institutional review board office and set up to ensure compliance with regulations. Investigators’ participation was mandatory. Monitors focused on documentation. Investigators could be disciplined, and could be obliged to take corrective actions. ‘Quality-improvement’ programmes on the other hand were part of a separate office. Investigators requested to be monitored. Monitors focused more on actual research conduct. Investigators and other parties received feedback on how to improve the research process. Although both types of programmes have their drawbacks and advantages, we argue that if institutions want to set up monitoring programmes, quality improvement is the better choice: it can help foster an atmosphere of trust between investigators and the institutional review board, and can help raise the standards for the protection of human subjects. Brazilian and US American children were compared for differences in tolerance and punishment expectancy. We hypothesized that participants would be less tolerant and more punishing of moral than conventional violations; tolerance and punishment expectancy would relate with age; Brazilians would tolerate less and expect more punishment than US Americans; and social domain would moderate effects of age and nationality. The sample had 129 matched children from Brazil and the USA. Moral/conventional-violation vignettes were used. Mixed-model GLMs suggested that children were less (...) tolerant and more punishing of moral than social-conventional violations. Age effects were significant for tolerance. Brazilians scored lower on tolerance and higher on punishment expectancy than US Americans; they also differentiated less between violation domains than US Americans. These and other results suggest that Brazilians tolerate less but expect more punishment for violations than US Americans. Discussion is based on cultural and socio-historical differences between the two nations. (shrink)

This is particularly true in the case of digital audiovisual resources and their re-publication, which are greatly increasing in importance. Audiovisual text should in fact be considered as a many-layered semiotic object whose complexity can be extreme. Each of these layers may require a specific cultural translation, failing which the information conveyed can be wrongly interpreted by those receiving it. At the beginning of 2020, COVID-19 became a global problem. Despite all the efforts to emphasize the relevance of preventive measures, not everyone adhered to them. Thus, learning more about the characteristics determining attitudinal and behavioral responses to the pandemic is crucial to improving future interventions. In this study, we applied machine learning on the multi-national data collected by the International Collaboration on the Social and Moral Psychology of COVID-19 (N = 51,404) to test the predictive efficacy of constructs (...) from social, moral, cognitive, and personality psychology, as well as socio-demographic factors, in the attitudinal and behavioral responses to the pandemic. The results point to several valuable insights. Internalized moral identity provided the most consistent predictive contribution—individuals perceiving moral traits as central to their self-concept reported higher adherence to preventive measures. Similar was found for morality as cooperation, symbolized moral identity, self-control, open-mindedness, collective narcissism, while the inverse relationship was evident for the endorsement of conspiracy theories. However, we also found a non-negligible variability in the explained variance and predictive contributions with respect to macro-level factors such as the pandemic stage or cultural region. Overall, the results underscore the importance of morality-related and contextual factors in understanding adherence to public health recommendations during the pandemic. (shrink)

The South African-Dutch research group responsible for this article started its activities in 2012 by looking at religious tolerance as a means of addressing the tendency for religious intolerance, extremism and fundamentalism. While tolerance seemed to be a promising way to counter religious intolerable behaviour, some shortcomings also became apparent. For example, the concept of tolerance includes an aspect of passivity towards others who adhere to another religion. The concept also does not appear to be able to respond to attitudes (...) and values such as respect, human rights and diversity. Accurate investigation of this problem, both conceptually and empirically, led to the understanding that hospitality is a concept that embodies more active adaptation to those who are different. Hospitality, therefore, seems to be a more promising concept than tolerance for reducing religious tension between individuals and groups. The inner contradiction discovered by Derrida in the notion of hospitality does not detract from the concept of being defined from a Biblical point of view. Hospitality can also be taught to young people. Although there are no formal provisions for hospitality in the national curricula, an analysis of the Dutch and South African national curricula shows that there is room for hospitality education. Researchers have studied the athletes' dual careers with the aim of helping them to combine the sport and the academic–vocational sphere. Most of this research has addressed the study–sport combination, but there is a lack of studies on the work–sport combination. The main objective of this research was to explore the subjective perceptions of Spanish elite athletes when attempting to combine their careers as professional athletes with a second profession or trade. Further, this study aims to identify the access to (...) facilitating resources and the perception of obstacles and barriers to the development of a dual career. A qualitative approach was chosen to address these research questions. Interpretative phenomenological analysis was carried out on a sample of 18 elite athletes, and the data were collected using semi-structured interviews based on a set of superordinate and subordinate categories. The results showed that the athletes interviewed possessed valuable resources such as the transference of sports values to the work sphere. However, important barriers were highlighted such as the perception of sport institutions as absent entities in the work–sport combination. Thus, the study of this type of dual career seems to be one of the challenges facing the interested scientific community for the coming years. (shrink)

The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized (...) into two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. White, All the Blacks Are Men, But Some of Us Are Brave: Black Women's Studies, I imagined a wealth of examples of the world and the work made possible by these two groundbreaking anthologies. I wondered what their editors and contributors were writing now. I wondered about the work of their students and people like me: those of us who understand everything we write as indebted to the path-making, silence-clearing, generative, and bodacious work of the participants in the miracles that are This Bridge Called My Back and But Some of Us Are Brave.But today as I reread the contributions that actually emerged from this process, I realize that my dream was too small. I imagined writing that would provide evidence of the ongoing impact made by these two anthologies. Instead, the creative writing in this special issue offers something more crucial and beautiful than I had imagined. These works are not mere evidence of a transformed world; these works are continuing to transform the world in urgent and visionary ways. As repeated again and again by participants in the 2022 celebration for the fortieth anniversary celebration of This Bridge Called My Back, the work that inspired these anthologies is not over. The writings featured in this issue not only show [End Page 198] how this work continues, but they feed, nurture, and provoke us as we honor our responsibility to transform this world.For example, when Akasha Gloria Hull, coeditor of But Some of Us Are Brave, shares her daily early morning meditative writing in "Writing and Rebirth: A Set of Journal Poems," we remember not only her fundamental work excavating the daily lives of Black women writers from the nineteenth century—most notably in Give Us Each Day, her edited book based on the diaries of poet Alice Dunbar Nelson—but also our own imperative. Hull's reflections on health challenges, interpersonal conflict, resurrection, collaboration, and writing itself remind us that our feminist praxis is impactful because of its dailyness. Those of us who wake up tomorrow will need to ask the same critical questions the editors of But Some of Us Are Brave asked of the fields of Black studies and women's studies. We will find surprises and repetitions in the days we meet, and then we will have to do it again.When we read two new prose poems by Cheryl Clarke, an original contributor to This Bridge Called My Back, we have an opportunity to time travel. In "Living as a Lesbian in the Archive of Style," we venture into a critical engagement with the term "hardcore lesbian," displacing the desires of the person who needs to classify others using that term with those of someone who has been hailed by it. Clarke's poem is a reminder that as we work in literary traditions and fields of study made possible by the revolutionary identity politics of an earlier era, we are still responsible for centering the experiences of those most impacted by our fluent and fluid naming practices. In "History," Clarke offers us a timely Black lesbian feminist lens on many iterations of responding to police violence, centering the perspective of a lesbian, her lover, and her lover's husband.The poem "On Being an hbcu Graduate, Teacher, Professor-Scholar at Stillman College, Tuscaloosa, AL, in May 2015" by doris diosa davenport—an original contributor to But Some of Us Are Brave—highlights the intimacy, hilarity, and poignancy of the daily work of intergenerational critical and creative praxis. Generales, Amelita L. de Guzman The primary purpose of this study is to ascertain the benefits of the National Service Training Program implementation and to identify the problems encountered by its implementers. Results showed that the benefits derived from the program were topped by enhancement of skills on basic leadership with emphases on the ability to listen and ability to communicate which were rated very important and very much benefited among other (...) training aspects of the program. Results also revealed that students are aware of the importance of physical, mental and social health as well as the observance of proper hygiene for overall sense of well-being. Although recreation is one aspect that the respondents find important, appreciation of it underscores the need to have more time for assignments and projects as most of the respondents are enrolled in their respective courses with 29 units, making them unable to appreciate the perks of involving themselves into various recreational activities. Problems in the implementation showed lack of provision of materials and equipment and of budgetary allocation which rendered full implementation weak as students and faculty involved in the community immersion have to rely on their own resources, in addition to the indifference and passivity of the local government officials. Based on the findings, the researchers recommended that: the school administrators need to allocate adequate budget for materials and equipment; periodic faculty development trainings and; to look into the passive attitude of the local officials to ensure that implementation NSTP projects will benefit both clients and implementers. ]]>. Teaching and the research of theology and philosophy in Africa faces serious challenges: Contents and methods of study programs are often coined by European universalism. Tertiary institutions depend largely on foreign funding. This study analyzes the situation and suggests a closer collaboration.

Rationale In Belgium, several policies regulating reimbursement of acid suppressant drugs and evidence-based recommendations for clinical practice were issued in a short period of time, creating a unique opportunity to observe their effect on prescribing. Aims and objectives To describe the evolution of prescriptions for acid suppressants and explore the interaction of policies and practice recommendations with prescribing patterns. Method Monthly claims-based data for proton pump inhibitors (PPIs) and H-2-antihistamines by general practitioners, internists and "astroenterologists were obtained from the Belgian (...) national health insurance database (1997-2005). The evolution of reimbursed defined daily doses and expenses after introduction of reimbursement regulations and dissemination of practice recommendations was explored. Results Recommendations had no impact on prescribing. All changes can be related to concomitant policies. Lifting reimbursement restrictions for cheaper products did not control growth or save costs in the Iona term. Only restricting reimbursement of all PPIs managed to curb the growth. We observed an unintended increase of non-omeprazole PPIs by gastroenterologists. Conclusions Reimbursement policies influence prescribing, but their effect can be unintended. A dialogue between policymakers and guideline developers, and evidence-based policies that are linked to clinical guidelines, could be an effective way to pursue both cost-containment and quality of care. Judicial Deliberations compares how and why the European Court of Justice, the French Cour de cassation and the US Supreme Court offer different approaches for generating judicial accountability and control, judicial debate and deliberation, and ultimately judicial legitimacy. Examining the judicial argumentation of the United States Supreme Court and of the French Cour de cassation, the book first reorders the traditional comparative understanding of the difference between French civil law and American common law judicial decision-making. It then uses this analysis (...) to offer the first detailed comparative examination of the interpretive practice of the European Court of Justice. Lasser demonstrates that the French judicial system rests on a particularly unified institutional and ideological framework founded on explicitly republican notions of meritocracy and managerial expertise. Law-making per se may be limited to the legislature; but significant judicial normative administration is entrusted to State selected, trained, and sanctioned elites who are policed internally through hierarchical institutional structures. The American judicial system, by contrast, deploys a more participatory and democratic approach that reflects a more populist vision. Shunning the unifying, controlling, and hierarchical French structures, the American judicial system instead generates its legitimacy primarily by argumentative means. American judges engage in extensive debates that subject them to public scrutiny and control. The ECJ hovers delicately between the institutional/argumentative and republican/democratic extremes. On the one hand, the ECJ reproduces the hierarchical French discursive structure on which it was originally patterned. On the other, it transposes this structure into a transnational context of fractured political and legal assumptions. This drives the ECJ towards generating legitimacy by adopting a somewhat more transparent argumentative approach. (shrink)
